President Trump has initiated an investigation into copper for the implicit purpose of considering whether additional trade actions, such as tariffs, quotas, or a combination of them or other related measures, should be imposed on imports of copper.
The new Executive Order (text version / PDF version), instructions the Secretary of Commerce to “determine the effects on national security of copper in all forms, including but not limited to:
- raw mined copper
- copper concentrates
- refined copper
- copper alloys
- scrap copper; and
- derivative products
The results of the investigation is due to the president within 270 days (November 24, 2025). A similar investigation into steel and aluminum resulted in 25% in additional tariffs on steel and aluminum which has been in place since Trump’s first term in office.
